TV statement by Ms. Natia Natsvlishvili, UNDP Resident Representative a.i. On the National Flag Day and Constitution Day of Turkmenistan

Dear citizens of Turkmenistan, friends and colleagues. 

It gives me a great pleasure to congratulate you on the Day of the Constitution and the Day of the national Flag of Turkmenistan. 

This day celebrates respect to the National Flag and the National Constitution as symbols of national sovereignty, strength, unity, and statehood.

The supreme-law of the state, the constitution of Turkmenistan, enshrines fundamental principles of rule of law, democracy and human rights and defines the governance system of the country.

It is remarkable, that the “permanent neutrality” status of Turkmenistan, as recognized by the United Nations and international community, is sealed as the fundamental national and foreign policy direction through the Constitution of Turkmenistan.

The constitution establishes the People of Turkmenistan as the central value and the source of the state power. The constitution states (quote) “In Turkmenistan, the people shall be the highest value of the society and the state. Protection, support and service to people shall be the main goals of state authorities.

The State shall be responsible for every citizen and shall create conditions for free development of an individual, protect the life, honour, dignity and freedom, personal inviolability, natural and inalienable rights of a citizen.” (end of quote)

We, at United Nations Development Programme, are happy to partner with the government of Turkmenistan in reinforcing these fundamental values in the country.

We already have a notable cooperation in strengthening the legislation and institutions, protecting human rights in the country. To note just a few:

UNDP has stood behind creation of the ombudsperson’s institution in Turkmenistan in 2017 and development of the first National human rights action plan for 2016-2020.

We have supported country’s engagement with international Human Rights mechanisms, including reporting to the Universal Periodic Review, to the Convention on the Elimination of All forms of Discrimination against Women, on the Covenant on Economic, Social and Cultural Rights.

At this stage, we are working together with the government of Turkmenistan to design the Road Map for implementation of the recommendations received through the universal periodic review instrument. We hope, that these processes will lay a foundation for development of the next National Human Rights Action plan.

I am happy, that this, and the whole of our cooperation is upholding the universal values and principles as enshrined in the universal declaration of human rights and the constitution of Turkmenistan.

We are looking forward to the years ahead of working in Turkmenistan for the benefit of the people, each and every citizen of this country.

On this note, let me once again congratulate the people and government of Turkmenistan with this holiday and wish everyone a wonderful celebration of the Day of Flag and the Day of Constitution of Turkmenistan.
