Following the wide national reform agenda in governance and democratization launched by the President of Turkmenistan and the global trends in the spheres of trade, economy and societal developments, UNDP has shaped its Governance, Economic Diversification and Inclusive Growth programme around four main themes:

1.       Supporting the development of justice services and human rights institutions

2.       Developing public administration capacities for better service delivery

3.       Support to expanding opportunities of economic diversification with the focus on trade and small and medium enteprises development

4.      Further integration of SDGs and developing capacities for SDGs monitoring

UNDP actively embarked on building up new partnerships with the Government of Turkmenistan including line ministries and other interested actors in the field of socio-economic development. Meanwhile, UNDP remains a trusted partner of the Government in promoting governance reforms and human rights projects.

Assistance in implementation of the National Human Rights Action Plan of Turkmenistan 2016-2020

National Human Rights Action Plan is the result of collaboration between the Government of Turkmenistan and UNDP and is largely based on the recommendations that Turkmenistan received as the result of the Universal Periodic Review in 2012, as well as recommendations of Committee on Elimination of all Forms of Discrimination Against Women (CEDAW), The Committee on the Rights of Persons with Disabilities (CRPD), Committee on Elimination of Racial Discrimination (CERD),  International Covenant on Economic, Social and Cultural Rights,  UN Committee Against Torture UNCAT.

The main principle of the Plan is to further improve mechanisms on promoting and protection of human rights. Together with the national partner the National Institute of Democracy and Human Rights under the President of Turkmenistan (NIDHR), UNDP implements a joint project to support the Government to meet Turkmenistan’s human rights commitments and UN Treaty Body obligations, to improve the national capacity in implementation of recommendations by UN human rights Treaty Bodies, promote and protect rights.

Cooperation in implementation of the NHRAP for 2016-2020 in the area of rule of law and the access to justice

Turkmenistan is one of the first countries in the region to accede to the major international conventions and instruments relating to human rights. However, having acceded to the international conventions, and having adopted national mechanisms for their implementation, Turkmenistan still has the space for improvement in several areas relating to human rights.

For this purpose, UNDP supports the Supreme Court of Turkmenistan in implementation of its obligations under the Constitution of Turkmenistan, National Human Rights Action plan for 2016-2020, and Sustainable Development Goals in the area of rule of law and access to justice. The country participates in regular dialogues under major international human rights Treaty Bodies and has accepted a number of international recommendations as a part of concluding observations of the Treaty Bodies.

Ensuring universal access to high-quality diagnosis and treatment of drug resistant tuberculosis (DR-TB) in Turkmenistan

Turkmenistan is one of 18 high priority countries of the WHO European Region’s Plan to Stop TB, 2007–2015. According to National TB Program (NTP) data, in 2014, 2’854 TB cases were notified (excluding penitentiary system). TB notifications have been decreasing since 2012. However, multi-drug resistant TB (MDR-TB) burden remains a key challenge as there is no routine MDR-TB surveillance available in country.

Under the grant of the Global Fund to Fight AIDS, Tuberculosis and Malaria UNDP partners with the Ministry of Health and Medical Industry of Turkmenistan, Ministry of Interior of Turkmenistan, National Red Crescent Society and World Health Organization to ensure timely and rapid diagnosis and treatment of ht eMDR-TB patients. The grant covers interventions in both civilian and penitentiary sectors.

Support to the Civil Service Academy under the President of Turkmenistan

The Civil Service Academy under the President of Turkmenistan was established with the aim of enhancing professional skills, knowledge and practical skills of the public servants, state apparatus, and civil servants employed in the key ministries and departments, as well as of the local authorities and local self-government bodies, which are responsible for the implementation of national social and economic programs.

The Academy is a young and dynamic organization proactively seeking capacity strengthening and development opportunities. Providing assistance to the Academy serves as a strategic entry point for UNDP and other partners who seek producing impact on the development of Turkmenistan’s governance system and strengthening its capacity.

The current UNDP project provides assistance to the Academy in the following areas:

- Development of the strategic visioning and development plans of the Academy

- Updating existing/developing new curricula for the Academy

- Establishing links with similar public management schools and other public service resources

- Strengthening of the educational and informational system of the Academy

Support in improving Accounting System in Turkmenistan

Recent government policies, including provision of subsidized credits and loans to businesses and tax incentives, have led to an increase in the number of legal entities registered in Turkmenistan, with construction and manufacturing showing more dynamism in new firm creation.

Taking into account the growth rates of the private sector and the need for economic reforms, UNDP supports the Ministry of Finance of Turkmenistan in improving the national accounting system in accordance with international standards under the UNDP program for Turkmenistan for 2016-2020.

Support to Improvement of the Foreign Trade Statistics in Turkmenistan

Currently, foreign trade statistics of Turkmenistan is prepared using Eurostat data management system “Eurotrace” installed in 1998 to process customs declarations. Because of outdated software system, there is a number of difficulties in preparation of foreign trade statistics data in Turkmenistan. Despite the fact that the foreign trade statistics methodology complies with the UN methodology of International Merchandise Trade Statistics (IMTS 2), 2000 that is also applied by the customs authorities, there are certain difficulties during the processing of customs declarations by the current Eurostat software system. 

UNDP offers activities aimed at improving the national foreign trade statistics of Turkmenistan, including upgrade of data management system, training of staff in software management and international recommendations and standards in International Merchandise Trade Statistics and International Service Trade Statistics, as well as establishing and piloting methodology for evaluation of goods imported and exported by individuals.

Strengthening capacity in labour and employment policy planning and implementation

In 2015, the Government of Turkmenistan approved its Program on modernization of the employment services and creation of new jobs for 2015-2020. The Program sets forth the task of creation of favorable conditions for the people seeking jobs and promoting employment in all sectors of economy, underlining that is primary responsibility of the state and the Ministry of Labour and Social Protection of the Population of Turkmenistan. This will require efforts in many areas including improvements in legislation, developing new labour and employment programs and mechanisms, learning best international practices, and developing methodologies to research the needs of the fast-changing employment market.

UNDP supports the Ministry of Labour and Social Protection in planning and implementing the labour and employment policies and strategies, and includes the following three components: i) improving the legislative basis in the area of labour and employment; ii) modernizing the current labour safety system; and iii) strengthening the national capacity to regulate labour market and employment.
