UNDP Conducts Training of Trainers to Work with Vulnerable Youth Groups

Ashgabat, 29 April 2019: About 20 specialists of the labor and employment agencies and services of the Ministry of Labor and Social Protection of Turkmenistan involved in youth employment activities received a three-day training course in profiling, case management and social support in employment of vulnerable youth groups. The specialists are expected to further disseminate their knowledge and train specialists in six pilot cities of the project.

The issue of youth employment is one of the key issues in youth development. The experience of the developed countries demonstrates that the active programs on prevention of the unemployment among the population, profiling and individual approach to each client in search for job employment are the best methods of prevention of the violent extremism.

The use of profiling by the employment centers allows to quickly identify groups of unemployed youth with a high risk of long-term unemployment already at the initial stages and to provide them with services to accelerate their employment.

Social support for employment is one of the services which is implemented through case management. Individual approach with case management involves close interaction between a center of employment specialist and an unemployed person when the specialist assesses the situation and develops an individual plan to solve personal and social issues which prevent employment. This work involves collaboration with other relevant agencies.

This technique is part of the methodology of “active” employment programs that have been successfully tested and have shown positive results in many countries around the world.

At the end of the event, specialists from the labor and employment services and agencies have prepared materials and presentations for training of their colleagues in pilot cities and etraps of the project for the subsequent use of profiling techniques, case management and social support in employing young men and women.

The training is held within the framework of the UNDP regional project “Strengthening Community Resilience and Regional Cooperation to Prevent Violent Extremism in Central Asia”, funded by the Government of Japan. The project is being implemented in the six pilot cities of Ashgabat, Tejen, Mary, Turkmenabat, Turkmenbashi and Dashoguz.
