UNDP and the Government of Turkmenistan implement a joint project to improve national legislation in the sphere of labor and employment

Ashgabat, November 20-27, 2017: Seminars and consultations were held within the Ministry of Labor and Social Protection of Population of Turkmenistan in the framework of the project " Strengthening Capacity in Labour and Employment Policy Planning and Implementation", which is jointly financed and implemented by the United Nations Development Program (UNDP) and the Ministry of Labor and Social Protection of Population of Turkmenistan.

The main objectives of these activities were to improve the existing legislation in the sphere of labor and employment, as well as the modernization of the national system of labor protection in Turkmenistan. Within the framework of the project, UNDP experts held meetings with representatives of the Ministry of Adalat, the Mejlis of Turkmenistan, the Union of Industrialists and Entrepreneurs, the National Center for Trade Unions of Turkmenistan, the Ministry of Health, the State Standardization Service "Turkmenstandartlary", the State Statistics Committee of Turkmenistan, as well as the specialists of the departments of the Ministry of Labor and Social Protection of Population of Turkmenistan.

Based on the results of the consultations, a number of recommendations were identified for supplementing and amending laws and by-laws in accordance with human rights obligations and conventions adopted by Turkmenistan in the area of employment. The best practices of ILO approaches and strategies in the field of labor protection were also presented. International experts along with national experts discussed the national system of labor protection, the economic aspects of labor protection, as well as international best practices applied in this field.

According to the Deputy Minister of Labor and Social Protection of Population of Turkmenistan, Mr. Silapov: "Turkmenistan is actively working to improve labor legislation and bring it in line with international norms and ILO and UN Conventions. At the same time, there are a number of issues in the solution of which it is necessary to use the expert opinion of international consultants to have international experience and practice to improve the effectiveness of mechanisms in the field of labor and employment. I am sure that joint cooperation will help to develop strategic recommendations aimed at increasing the capacity in the development and implementation of labor and employment policies".

At the conclusion of each seminar, innovative project ideas were presented for further development and implementation in the near future.
