National Action Plan on Human Rights launched in Turkmenistan

Launch of the National Human Rights Action Plan / UNDP Turkmenistan

Ashgabat, 16 March 2016: The Ministry of Foreign Affairs of Turkmenistan together with the Turkmen National Institute of Democracy and Human Rights under the President of Turkmenistan and the United Nations Development Programme (UNDP) held official launch of the National Human Rights Action Plan 2016-2020”. 

“We are very proud to have supported the National Institute of Democracy and Human Rights and the inter-ministerial Human Rights Commission to develop the National Action Plan on Human Rights in Turkmenistan. We encourage the government to increase its efforts to implement it and we stand ready to support this. We will also support the National Institute of Democracy and Human Rights to establish a monitoring system to manage the implementation of the plan given there are concrete actions that are expected to be implemented within definite deadlines over the coming 5 years” said UNDP Resident Representative, Jacinta Barrins.

The launch of the National Action Plan took place with participation of  the senior members of the inter- ministerial Human Rights Commission and its working group, ambassadors and senior diplomats from the development partners community,  public associations ( NGOs) and UN agencies. Representatives of the relevant national agencies and departments delivered key presentations on the plan and provided in depth explanation of each section of the plan. Representatives of the foreign missions welcomed the adoption of the document and stressed the importance of implementing the plan.

“We congratulate the President and the nation of Turkmenistan on the signing of this important document. Many people worked very hard on this process including the UNDP and the inter-agency commission. We now look forward to the day when the listed actions in the national action plan become not just the part of the laws and acts, but the second nature and fabric of the society and we are ready to provide support in this process,” said Ambassador of the United Kingdom, Sanjay Wadvani. The British Government supported the launch of the plan on the 16th  March.

The National Action Plan 2016-2020 was approved by the President of Turkmenistan on 15 January 2016. The purpose of the document is to improve the performance of the national bodies and public organizations of Turkmenistan in the protection and promotion of human rights and freedoms. The plan is divided into several parts. The first part is on general provisions includes concrete questions and actions on ensuring constitutional rights of the citizens of Turkmenistan. The second part is on economic, social and cultural rights. The third is civil and political rights and the  final part is on bringing legislation and legal practices in line with international standards and practices. Each part contains a list of activities to be implemented during  the period of 2016-2020  by Line Ministries, National Institute of Democracy and Human Rights together  with civil society sector, labor and professional unions, academia and others. The document also includes indicators that will help measure the progress and success of implementation of the National Action Plan 2016-2020.
