UNDP helps CEC to develop Training Strategy
UNDP supported the Central Election Commission of Turkmenistan (CEC) in developing a training strategy. Under the framework of the project “Enhancing Electoral System and Processes in Turkmenistan” jointly implemented by the CEC and UNDP, an international consult worked with CEC to conduct training needs assessment, develop a comprehensive Training Strategy and provide support in establishing training capacity at the CEC. A series of consultations have been conducted with representatives of CEC, political parties, public organizations and national mass media to discuss the development and integration of long-term training strategy to meet the training needs of election commission members at velayat, city, etrap, and district levels, as well as to enhance the knowledge of local observers on the issues of preparation and holding the elections.
A round table with participation of the representatives of CEC to discuss the organization’s training strategy based on international experience and national practices was facilitated by Ms. Renata Lapti, UNDP International Consultant. The round table provided opportunities to identify and discuss the main priorities of CEC staff training strategy, development of methodological materials, training programmes and modules on preparation and organization of elections on a multi-party basis. Methods for cooperation of CEC with political parties, public organizations and national mass media, as well as enhancing the capacity development activities in regional and district election commissions for preparation and organization of elections have also been in the focus of discussions. A special emphasize was on the application of international experience in implementation of informational and educational activities in the course of electoral campaigns. The discussions highlighted the importance of raising awareness on elections legal aspects among public at large, including school and university students.
Mr. Allaberdi Ussayev, representative of CEC, mentioned that “The Round table helped the participants to get familiarized with best practices of EU and CIS countries on the issues of training of elections commission staff. The training methods and approaches form the main part of the CEC’s long-term training strategy. The training strategy is also to help to raise awareness among citizens, especially young, on legal aspects, effective cooperation with political parties, public organizations and use of Internet-resources.”
“Enhancing Electoral system and processes in Turkmenistan” Project is jointly implemented by the UNDP Turkmenistan and the CEC of Turkmenistan with financial support of the British Embassy in Turkmenistan. The project aims at supporting the country’s sustainable development in the processes of its democratization, especially in the field of elections.
