Turkmen officials drafted the Human Rights Action Plan of Turkmenistan

Members of the Working Group of the Interdepartmental Commission on ensuring Turkmenistan’s compliance with international obligations in the field of human rights and humanitarian law met on 26 – 29 November 2013 in the Turkmen National Institute of Democracy and Human Rights under the President of Turkmenistan to finalize the drafting of the National Human Rights Action Plan (NHRAP) of Turkmenistan. The meeting was the last in a series of several interactions that led to the final draft.

The NHRAP is a consolidated programme, foreseeing on specific steps towards improving national legislation, mechanisms and its implementation on national systems of protection and promotion of human rights, to be made by the Government in order to set the country’s priorities in promotion and protection of human rights as well as to meet state’s international human rights obligation. The draft NHRAP of Turkmenistan is based on the national standards of law, strategies and programmes, as well as on the recommendations, made for the country by the Universal Periodic Review and UN Treaty Bodies, to which Turkmenistan is a party.

"The NHRAP of Turkmenistan will be drafted as a consolidated programme, foreseen the specific steps for improving the national legislation and its practical implementation, national systems of human rights protection and also raising awareness among people at large on their human rights. Clear and specific indicators will be determined to measure the progress on further implementation and monitoring stages”, said Ms. Bunafsha Gulakova, an international expert on development and monitoring of the NHRAPs.

This working session is one of the concluding activities on developing the NHRAP in Turkmenistan, the work, started in 2011 in cooperation with the national stakeholders with the support of “Strengthening the national capacity of Turkmenistan to promote and protect human rights” project is planned to be further supported by UNDP, now with a focus shifted to an implementation of the NHRAP.

“There are different ways, chosen by various countries to implement recommendations of UN bodies in the area of human rights, but the NHRAP is one of the most comprehensive, complex, result-oriented and effective. UNDP in Turkmenistan is glad to support the process of NHRAP finalization and its further implementation”, stressed Ms. Lin Cao, UNDP Deputy Resident Representative in Turkmenistan.

The working session was organized in the framework of “Strengthening the national capacity of Turkmenistan to promote and protect human rights” (an interim phase), implemented jointly by UNDP and UK embassy in Turkmenistan.
