Management of water and land resources with participation of the local population

A workshop in Sakar-Chaga, Mary velayat was held within the project “Addressing Climate Change Risks to Farming Systems in Turkmenistan at National and Community Level” jointly implemented by the Ministry of Nature Protection of Turkmenistan and the United Nations Development Program (UNDP) and financed by the Adaptation Fund (AF). Heads of local municipalities and local population from the dayhan (farmer) association “Zahmet” of Sakar-Chaga etrap (sub-region) attended the workshop. Finalization of an investment plan elaborated by the project experts with active participation of the land users was a key topic of the workshop. The plan contains a number of activities aimed at more efficiency in irrigation and sustainability in water supply under the increasing aridity conditions caused by the climate change. The investment plan includes concrete adaptation activities identified during two consultations with local communities which were held earlier this year.

Representatives of the local population, members of the local council and board of the dayhan association representing the local community actively participated in the process of planning of project activities in the pilot region from the very beginning of the AF project through a “bottom – up” planning approach. Women representatives were active in trainings and workshops discussing different topics on climate change and sustainable use of water resources.    

Economic, environmental and social issues related to the rural development were discussed during the workshop. The phases and implementation schedule of the adaptation activities aimed at protection and efficient use of land and water resources in the climate change context were agreed with the local people.

Ms. Jacinta Barrins, UNDP Resident Representative in Turkmenistan, Ms. Anna Kaplina, Project Coordinator from the UNDP Bratislava Regional Centre and Mr. Matthew Savage, International Chief Technical Advisor of the project participated in the workshop.

During their visit to the Sakar-Chaga etrap the Head of the UNDP Turkmenistan and international experts also held meeting with Hyakim of Mary velayat and Hyakim of Sakar-Chaga etrap to discuss prospects of long-term cooperation in the area of sustainable water and land management with application of innovative energy saving technologies.
