Turkmenistan delegation learns Croatian experience in the field of human rights

A delegation of Turkmenistan has got acquainted with the experience of the Republic of Croatia in securing effective mechanisms for protection of human rights and freedoms in the course of a study visit to Zagreb from 26 May to 1 June 2013. The delegation was composed of the representatives of the Parliament (Mejlis), the Turkmen National Institute for Democracy and Human Rights under the President of Turkmenistan, the Ministry of Foreign Affairs and the Ministry of Justice of Turkmenistan.

Members of the delegation have benefited from the exchange of experiences in the field of institutionalization of human rights, in particular in establishing independent institutions under the Paris Principles and familiarizing with the work of the Croatian People’s Ombudsman and the National Human Rights Institution.

The delegation of Turkmenistan had a number of meetings with staff of different institutions working on promotion and protection of human rights in Croatia. They learned the procedure of individual complaints handling at the Croatian People’s Ombudsman and National Protection Mechanism under the Optional Protocol to the Convention Against Torture The program of the visit also included visits to the Government Office for Human Rights and National Minorities, as well as the Government Office for gender equality; Ombudsman for persons with disabilities, gender equality and children; as well as the Croatian Parliament’s committees on foreign affairs and human rights and rights of national minorities.  The delegation was also acquainted with the work of the Human Rights House in Croatia.

The study visit to Croatia was organized in partnership with UNDP Croatia Country in the framework of the Joint EU/UNDP/OHCHR Project “Strengthening the Capacity of Turkmenistan in Promotion and Protection of Human Rights” , The project is implemented in partnership with the Government of Turkmenistan. Its overall objective is to increase knowledge on international human rights standards and mechanisms in Turkmenistan and to strengthen national capacities to promote and protect human rights in accordance with these standards.
