Turkmenistan adopts National Action Plan on Human Rights

Ashgabat, 18 January 2016: The National Plan of Action in the field of human rights for 2016-2020 has been signed and approved by the President of Turkmenistan Gurbanguly Berdimuhamedov on January 15, 2016.

The National Plan of Action is the result of collaboration between the Government of Turkmenistan and the United Nations Development Programme (UNDP).

The main objective of the National Action Plan is to protect, promote and enforce human rights and freedoms of people of Turkmenistan. The National Action Plan covers economic, social and cultural rights, civil and political rights, the legal system, including the judiciary, law enforcement, and legal profession.

Starting from early 2000s, UNDP provides technical assistance in preparation of the reporting and the core documents of Turkmenistan in the field of human rights.

·        Following the visits to Turkmenistan by the United Nations Secretary General in 2002 and the Deputy High Commissioner for Human Rights in 2003, as well as a needs assessment mission by OHCHR in 2004, UNDP and OHCHR with the national partner Turkmen National Institute of Democracy and Human Rights jointly advocated and provided technical assistance to the government to adopt several UN declarations and conventions on human rights. Taking the action further, the Government of Turkmenistan has established an interdepartmental commission to coordinate the preparation of Turkmenistan’s reports to UN human rights treaty bodies and approval of a submissions schedule.

·        Furthermore, at the request of the Government of Turkmenistan for increased UN assistance in the area of human rights and after the visit by the High Commissioner for Human Rights in 2007, UNDP increased its technical cooperation in this field. As a result, the joint initiative of EU, UNDP and OHCHR was developed with major funding from the EU with the objective to increase knowledge on international human rights standards and mechanisms in Turkmenistan and to strengthen national capacities to promote and protect human rights in accordance with these standards.

·        Paying attention to the fact, that the convergence of a number of initiatives provided a significant opportunity to build on the progress made during the project, it was decided to continue the work and develop the II phase of the Project with the tentative start date on the 1st of April 2014. The purpose of the Phase II is to complete the NHRAP, that will place special emphasis on UPR recommendations; promote human rights through NIDHR, increasing awareness on human rights among government officials and general public, monitoring implementation of human rights standards; and help the Government of Turkmenistan demonstrate at its next UPR its whole-of-government rights-based approach to its laws and policies and credible implementation of a broad range of UPR accepted recommendations.

UNDP reinforces its commitment to provide technical assistance to the Government of Turkmenistan to support its efforts in promoting and protecting human rights.
