UNDP supports experience exchange between Members of Turkmenistan’s Parliament and Deputies of the State Council of Tatarstan

On April 25-29, within the framework of a joint project with the Parliament (Mejlis) of Turkmenistan, UNDP assisted in organizing a study visit to the Republic of Tatarstan of the Russian Federation to promote direct exchange of experience between the parliaments of the two countries in the fields of legislation, local self-governance, and IT technologies.

During the visit the delegation had extensive discussions on Tatarstan’s experience in the area of local self-governance at the Council of Municipalities of the Republic of Tatarstan with the Chairmen M. Shakirov. During the meeting, participants discussed the structure of local self-governance authorities, as well as the organization of their work. The discussion was followed by the field visit to Tulyachinsky municipal district where Turkmenistan’s MPs were introduced to the work of the local self-governance bodies, and had a chance to learn about its investment and industrial potentials. The participants were particularly interested in specific examples how to support small and medium-sized businesses development to attract investment, and provide additional sources of income for the population.

On the next day, the delegation had an opportunity to meet with the Chairman of the State Council of the Republic of Tatarstan Mr. F. Mukhametshin. The Chairman has particularly underlined the importance of developing the close inter-parliamentary relations between Turkmenistan and Tatarstan. “We are satisfied with cooperation with Turkmenistan. Results of expanding cooperation in all areas indicate high confidence between our Presidents, Governments, Parliaments and businesses,” Mr. Mukhametshin said.

During the visit, Turkmenistan’s parliamentarians also had a chance to visit the Kazan Technopark, attend poetry festival, dedicated to the birthday of the Tatar poet Gabdullah Tukai, and get acquainted with the historical places of the capital of Tatarstan - Kazan. In her speech during one of the meetings the Deputy Chairman of Turkmenistan’s Mejlis noted that: "Having visited Tyulyachi district of Tatarstan, and seeing the business and working environment, the progress that was made in agriculture and the development of small and medium-sized businesses, we were once again convinced that Tatarstan was a correct choice of for this visit. Tatarstan is of particular interest to us as part of the Turkic world, and as one of the most developed regions of the Russian Federation. We were pleasantly surprised by the high level of civic engagement and the level of development of information and communication technologies in Tatarstan, as we seen it in the IT-Park in the city of Kazan.”

The visit was carried out in the framework of joint project of the Mejlis of Turkmenistan and the United Nations Development Programme “Support to the Parliament for strengthening the capacity of government representative bodies and local self-government bodies of Turkmenistan”. Starting from 2007 United Nations Development Programme in Turkmenistan and the Mejlis of Turkmenistan continue cooperating and jointly implementing projects in the area of parliamentary development and local self-governance.
